quant score is disappointing given your work and other academic credentials. Obviously it would be great if you could raise that quant score. If you think you can do it, I think it makes sense to try. Obviously focus your study efforts on the quant. do as any practice problems as possible. Consider private tutoring or a different approach to test prep.
If you don't think you can raise it -- you've already taken it multiple times and you did your darndest -- then apply with this score. It is possible that your grades and work experience will provide the evidence of quant abilities that the GMAT isn't. Also, ask your recommenders if they can comment positively on your quant skills.
