in the U.S., the rankings with the most clout are U.S. News rankings and the Bloomberg BusinessWeek list. Internationally, FT is more popular, so it really starts to get regional when trying to decided what the best ranked schools are. I always tell clients to target schools in or near the regions where you plan to make a career. If you want to work in the US, certainly you will do better with an MBA from here, but if you plan to work in Europe or Asia, you should focus your search there. This also ties into where your network will be concentrated over your career, a potentially very important thing to consider. As for your profile, you have a good GMAT score, although it will be below average for the elite schools. Your GPA may be a concern, since most schools like to see at least a 3.0 GPA. What you have going for you is your country of origina and cultural ethnicity will be considered an advantage, since it's under represented in b-school. You should thhink about how to present this in a compelling way in your application, focusing on how your unique perspective and experience can bring something different to the table in classroom discussions and project work. I would try to apply to schools in the top 20 for sure, and might even take a shot at a top 10 school if I had your profile. Hope this helps.
