Thanks for sharing all of the practice test scores.
A couple of points based on the information you provided:
1) Your 650 is actually competitive at the programs you mentioned, near the average at most of them or above average at some. So I wouldn't say it's crucial that you re-take since most of the decision will come down to your essays and the rest of your application. However-- if you feel you can get to 700 it would improve your admission chances, certainly.
2) Schools will take the highest of your scores, so taking it a 3rd time is not necessarily a problem.
3) Based on your practice test scores, it does seem that you would be capable of scoring higher, closer to 700, so you may want to re-take sooner rather than later. You may just have had an off day or came across topics that were challenging to you personally, etc. It appears that Verbal gave you the most difficulty on test day vs your practice test scores.
4) If I am reading correctly, you stopped work in Oct and will not have work listed on your resume since then (?); be advised that that will be questioned by the admissions committee, they will wonder why that is the case.
