Profile Evaluation - Please help!

Thanks for taking the time to look at my profile -
I am debating on whether it is worth taking the GMAT again. I took it in 2008, when I graduated from undegrad and am afraid it will be the one thing holding me back from my desired schools.
Work:
I have 4+ years of work experience in Washington, DC working as a Senior Consultant for Deloitte Consulting. My projects have included federal program management, internal controls, risk advisory, and human capital analytics.
GMAT:
I took the GMAT in 2008 when I graduated from undegrad. I received a 650, 78 percentile. The scores will expire after this year.
School:
University of Maryland. BS in Finance. BS in Political Science (double degree).
3.7 GPA
I am targeting the below schools:
Anderson, Marshall, Kenan-Flagler, McCombs, and McDonough
I am debating whether to go ahead and apply for R1 or spend a month or 2 studying for GMAT (aim for 700) and doing R2. Please advise.
