Thank you for your post. Given your low CGPA, your GMAT score should help outweigh this. You can also discuss a lot GPA in the optional essays section. Additionally, given that you come from a competitive applicant pool, differentiating yourself with a high GMAT score is even more important.
Your project management experience will help your profile as well, and you will certainly want to highlight this.
As for your post-MBA goals, consulting is a very common career goal. That said, you want to share how you will make your unique mark. Perhaps you intend to develop a specific area of expertise within the consulting industry. You must go beyond simply stating what position you are hoping to achieve and share your vision for improving this industry.
I would also recommend applying to a range of schools with some "reach," some "target," and some "more likely."
