Well for your grades, it's borderline. Its not soooo low that you really want to bring attention to it, but it is almost low enough that you might want to dedicate an essay to it. Personally, I would decide this in function of all the other elements in your profile (for example, is there anything else more important we want to put in the optional essay, and what your GMAT score eventually is).
As for being grouped, to my knowledge, ALL schools do that, and that's why you have to make yourself stick out! And yes, working in Dubai is ONE thing, but you gotta put as many as you can together.

I'm actually quite confused about my undergrad grades now. Just googled up GPA conversion and looks like an 8.3/10 is not really = a 3.3/4. Various sources are providing diff ways of calculating a GPA and many even suggest contacting each college to find out about their GPA conversion method. What's your take on the GPA of 8.3/10 on a scale of 4? Is it equal to 3.3 or should it be much higher?

For example, according to this chart my my GPA should be around 3.5-3.6/4:

It's an excellent question, and a very good point.
And actually there is no "clean answer". Since its a foreign system, and the AdComs don't necessarily know what the grade range is and what the numbers mean exactly (they always have a rough idea form having had so many applicants, and it helps if you are from a school that is well-known like IIT), there is no real scientific conversion.... soooo when you do it, you try and do it in a way that is both honest but will also promote your application best. Plus you can qualify your grade. So for example, let's say you find an official scale that says "Your grade is 3.4") but you have the second highest grade in a class of 2000, then its the second thing that you want to make sure they know (which you do by writing it in an essay)
