The schools you mentioned have lower GMAT ranges so your GMAT score shouldn't be an issue. It really comes down to how well you execute your applications.

As for recommendations, it really depends on whether the NGO guy is willing to spend the time and effort to write it (no, do not write it yourself), and also what you will be writing about in your essays. My hunch is that if you're planning on continuing on with a finance career, I'm not sure what good an NGO guy will be in a rec letter (that you're such a swell guy helping out the poor?).
