It is a tough call regarding the timing. One risk worth considering is that if you apply during the extended R3/R4, the beginning of the program could be delayed, or online instead of in person, so you'd need to be comfortable with that risk. I also don't think it's inevitable that Fall deadlines will be more competitive as other applicants may still be facing uncertainty or wanting to apply but not ready yet. Plus, R1 acceptance rates are typically much higher than R3, and even in this cycle, we don't know yet how application numbers will be impacted.
Aside from that, I think an important question to ask yourself is will waiting improve your profile? I think in your case, you could get a promotion before then, and you could also have a higher GMAT score. To me, both seem like good reasons to wait. You have a great GPA, and your rotational work sounds really strong. For the programs you are considering, your GMAT is in range but I don't think it's very competitive. Investing time now to get a 700+ score would materially improve your chances in my view.

Work Experience: Nearly 3 years at one of the Big 3 Automotive Companies in the Detroit area. In a Financial Rotational Program (three different rotations that last ~1.5 years). First Rotation was FP&A, and Second Rotation is in Asset Backed Securitization. Promoted once and will likely be promoted again in the coming months. Have been involved in and led some major cost cutting and process improvement/efficiency projects.
Extra Curriculars: Chair of the Intern Networking Committee, and heavily involved in Intern Mentorships as well as College Recruiting.
Post-MBA: Transition into Consulting or a Strategy position (M&A projects). I love Finance and being in the weeds with data and calculations, but want to use the breadth of my business knowledge to make high level decision.
Target Schools: Michigan, Duke, Virginia, Cornell, Dartmouth
