As you are aware, the application process is truly holistic, and committees will look at your stats (GPA and GMAT), work experience, and extracurriculars.
You’re right that your undergrad GPA is below average, though your graduate GPA is certainly strong. I do not think that your undergrad GPA is a deal-breaker though, especially if you can show in the rest of your application that you have the quant skills needed to succeed in the classroom. And I feel that you will be able to do that. Your GMAT is one way to show that, since a 740 and a 50q is excellent. I agree with you to still take again though. I suggest taking it up to 3-4 times. You have nothing to lose since schools will only look at your highest score. And even a slight increase can boost your profile. You can also showcase your quant ability in your resume and your recommenders could do the same in their recommendations. You can, however, tactfully and briefly address your low GPA in the optional essay.
As for your work experience, I worked in CMBS/RBS for many years at Deloitte so I understand your responsibilities and even more important, the impact you seem to have had at the bank. I feel your work experience can be a strength in your profile. However, the average years of work experience is closer to 5, so if you choose to apply with fewer years, make sure you demonstrate why now is the time. And because of your lighter experience, it’s even more important to show you have made an impact and demonstrated leadership there. As for your goals, I do think they make sense. Make sure to illustrate the skills you already have which are transferable, and be sure your story makes sense, and is realistic and specific. (You can also use the optional essay to address the 5-month work gap, but I would not be concerned about that.)
Regarding extracurriculars, these look good. Certainly emphasize your leadership roles you have taken on. Volunteering at the social enterprise sounds impressive.
If you continue to strengthen your profile, you do have a chance at top programs, but they are extremely competitive, and each school simply does not have the room to admit all the world's qualified applicants. For that reason, I suggest apply to several schools, including reach, target and safety. Hopefully they will see that you have a compelling story and are someone who will add value to the classroom and community.
