I have a hard time to understand what "it" refers to on the correct option

Federally imposed restrictions on how much they may pay small savers has made difficulties for savings banks as they are competing with such unregulated investment vehicles as money market certificates.

A. has made difficulties for savings banks as they are competing with such

B. has made difficulties for savings banks competing with such

C. have made difficulties for savings banks as they are competing with

D. have made it difficult for savings banks to compete with such

E. have made it difficult for savings banks as they are competing with such

Here is my attempt( D is my answer)

Federally imposed restrictions on how much they may pay small savers has made difficulties for savings banks as they are competing with such unregulated investment vehicles as money market certificates.

A. has made difficulties for savings banks as they are competing with such

B. has made difficulties for savings banks competing with such

C. have made difficulties for savings banks as they are competing with

D. have made it difficult for savings banks to compete with such

E. have made it difficult for savings banks as they are competing with such

As far as 'it' is concerned, in D I assume it refer to 'to compete..."...In E it has no reference

A and B are out since restrictions is plural and needs Have
C is wrong because restrictions didn't made difficulties, it is federal government that imposed them did
between D and E I ll take D
have made it difficult to compete
IMHO It refers to to compete

But what puzzles me is that if one re-rewrites this option with "it" referrring to compete ( that's what I'd thought too), makes the sentences a bit awkward

Federally imposed restrictions on how much they may pay small savers have made it ( to compete) difficult for savings banks to compete with such

ideas???

I think "it" refers to the "Federal imposition of restriction"

IT = COMPETING WITH SUCH UNREGULATED INVESTMENT VECHICLES.

Federally imposed restrictions have made COMPETING WITH UNREGULATED INVESTMENT VEHICLES SUCH AS MONEY MARKET CERTIFICATES DIFFICULT ---- can be transposed into - Federally imposed restrictions have made IT difficult (for savings banks) to compete with such unregulated investment vehicles etc...
