According to some analysts, whatever its merits, the proposal to tax away all capital gains on short-term investments would, if enacted, have a disastrous effect on Wall Street trading and employment.
(A) its merits, the proposal to tax
(B) its merits may be, the proposal of taxing
(C) its merits as a proposal, taxing
(D) the proposal’s merits, to tax
(E) the proposal’s merits are, taxing

Answers without explainaitions are not acceptable.

Oooh tricky.

I'll go with A.

(B) its merits may be, the proposal of taxing --> should be proposal TO tax but its not, so its not correct (this was my original choice)

The others include "proposal" in the 1st parenthetical clause, which doesn't go with "if enacted".

I’ll go with E

“Its” – not referring to anything? Pronoun error.

D & E left,
D – modifier error

OA?

Isn't "what ever its merits" incomplete?
