I think its C

The question stem gives info that the recipe to make 4 servings needs 1.5 cups pasta.
question is next time how many cups of pasta malik needs ?
we can answer this question if we know how many servings malik will prepare next time

S1) insufficient it gives info that malk will make half of last time, but we dont know last time how many servings he prepared
S2) insufficient - this gives info on how many cups of pasta he used and no info on how many servings he will prepare next time

Combining both we can calculate how many servings Malik will prepare and how many cups of pasta needed

We dont need to solve,but to elaborate
From S2, we can tell that last time he prepared 16 servings since he used 4 * 1.5 cups of pasta ==> 4 * 4 servings = 16 servings
From S1, we know next time malik will prepare 8 servings, that means he would need 1.5 * 2 = 3 cups of pasta

actually i figured it on my own..
i did wrong because i misread the question...
