(A) doesn't work either because we cannot say "highest priority". Perhaps security of the store is the highest priority or something else.

Main Conclusion: We must do whatever it takes to ship books in that category on time
Premise: our competitors have demonstrated a high level of organization, and we cannot afford to be outsold

If you get the conclusion right, the only confusion that can arise is between option A and option D.

Option D wins because it uses the strong word 'imperative' in place of another strong word 'must'. 'Books in that category' in the stimulus means 'fitness and exercise books', as in option D.
Option A doesn't mention the category and implies that all books should be shipped on time- this is not what the conclusion is saying.

by that explanation so option A becomes more of an assumption than conclusion right?(this way the option was eliminated)

It is not an assumption. It is kind of out of scope!

"Highest" priority could be one of n other things. As I said above, it could be the security of the set up, winning new manuscripts of established authors, discovering new talent etc. There is no discussion on 'highest priority' at all.
