i think in this question B is loosing information given in the question and hence wrong choice. but it is given as OA.
check "budget deficit" is changed to "deficit" in B.

Agree with you that "budget" should have been added. But given that all other answers do have flaws, I would have picked it because the context seems to warrant the meaning of "budget" deficit.
Idiom is "position on something" when refering to a point of view
