IMO E.
I think A, B, and C are incorrect comparison.
D awkward construction, not clear more than half of what?

But 'D' is the only one, that compares failure rate to failure rate.

'E' compares failure of business to failure rate.

It has to be E.

D is awkward and failing is clearly wrong.

It appears as if rate is compared to rate but it is clearly awkward and wrong.
