Going with "C".

Author needs to assume that Forecasts of scientific and technological discoveries are not entirely reliable to come to conclusion that "that predictions of the future condition of societies in which scientific and technological discovery is particularly frequent are particularly untrustworthy"

whats so particularly 700 like in this question ? i think everyone will have 700 in the gmat if all questions are like this.

between C and E, negating E actually strengthens the conclusion.Hence POE.
