It should be E. "not only X but also Y", X and Y must be parallel

Going with E

Reason Not only X but also Y ; also whose can refer to inanimate things. I remember this question, when RonPurewal said it okay to use whose. Below is the question.

In 1988, the Council on Economic Priorities began publishing Shopping for a Better World ,whose thesis was simple: consumers have the power to change companies by the simple expedient of refusing to buy.

Here few more examples he gave.

example:
california, whose hispanic population has been growing by X people per year, has...

or
i'm still looking for an editorial whose author is a bona fide conservative.

Can you please also throw some light on the usage of "whose" , "which", "them", "those" etc. Like exactly what is appropriate.

Not sure I understand your question correctly, but use of which, whose, that, of which is CORRECT to refer to debate. The major issue in this question is parallelism, which determines the correct answer.

Can someone please explain the error in B?

B has parallelism issues. Not Only X but also Y idiom is used. In this idiom X and Y must be parallel.

'Not only' is followed by the feasibility (noun) while 'But also' is followed by determining (participle - simple gerund). Noun cannot be parallel to ING form.

Not exactly - a noun can be parallel to an -ing form (e.g., a gerund - a gerund is a noun).

The problem in B is the meaning:

"Finding out" has two objects, "feasibilty" and "determining". "Finding out feasibilty" makes sense, but "finding out determing" does not make any sense.

Isn't "whose" modifying huge debate?

Although we normally use "whose" to refer to people, we can also use it where we might use the word "which's," since that isn't a word! ;)

So we can say "I work for an agency whose purpose is to eliminate corruption."

I do not like - whose - much here.

Is not normally the pronoun - whose - is used a possessive pronoun.

E.g. A man, whose car got stolen, worked in a bank.

Here, in the main sentence, can whose refer to debate?

The environmental community across the globe is currently in the middle of a huge debate whose aim is not only finding out the feasibility of banning Chlorofluorocarbons altogether but also to determine whether such a move is warranted by the current situation.

(A) whose aim is not only finding out the feasibility of banning Chlorofluorocarbons altogether but also to determine ( in case of not only X...... but also Y.... ) ( X & Y must be structurally parallel )

(B) which is aimed at finding out not only the feasibility of banning Chlorofluorocarbons altogether but also determining ( in case of not only X...... but also Y.... ) ( X & Y must be structurally parallel )

(C) that is aimed at finding out not only the feasibility of banning Chlorofluorocarbons altogether but also to determine - parallelism error ( in case of not only X...... but also Y.... ) ( X & Y must be structurally parallel )

(D) the aim of which is to not only find out the feasibility of banning Chlorofluorocarbons altogether but also to determine ( in case of not only X...... but also Y.... ) ( X & Y must be structurally parallel )

(E) whose aim is not only to find out the feasibility of banning Chlorofluorocarbons altogether but also to determine ( correct answer )

The sentence is testing you on parallelism of not only...but also.
(A) Not only is followed by finding, but also should also be followed by determining and not to determine.
(B) The use of which without a preceding comma is incorrect; the placement of finding before not only is incorrect; finding needs to come after not only in order to parallel the
determining after but also.
(C) Placement of finding is a problem as described in B above.
(D) The to should be placed after not only so that it can be parallel to the to after but also.
(E) The placement of to find and to determine is perfectly parallel and makes E the correct answer.
