Hi,

I applied to UCLA and USC full time in round 2 for Fall2012. USC got waitlisted without interview and UCLA got rejected without interview.
I am thinking of applying to the part time program for both for Fall2013. Will this be considered a reapplication?

Yes, it will most likely be considered a reapplication. Contact the schools for confirmation.
