Non underlined uses present tense so A,B and C gone. Between D and E , E wins as receive is the correct tense and not received.

A - Not Parallel retrieving and receive
B - Wrong verb tense - No need of had been
C - Not Parallel retieval and received
D - Not Parallel to retieve and received
E - Correct Answer - Right Verb Tense and Parallel

Here, what does whose refers to " The official of the British Government" Or the British Government.

Since whose is placed to British government , so isn't is referring to British Government based on position ???

E is the best among lot..But i have a issue with this sentence---
i think "to process" is not parallel with "ensure"---it should be "to ensure"
please help.....
