This question checks parallelism and subject verb error

(A) techniques, equipment, quality of seeds up to global standards, and have reduced wastage in cultivating - intends that efforts have improved the following list "techniques, equipment, quality of seeds up to global standards, and have reduced wastage in cultivating" thus List Parallelism error. Also there is no subject for verb "cultivating", thus subject verb error.
(B) up to global standards techniques, equipment, quality of seeds, and reduced wastage in cultivating - Parallism error- second clause should start with "have". Also it changes the meaning of original sentence
(C) up to global standards the techniques, equipment, quality of seeds, while reducing wastage in the cultivation of -have improved "upto global standards". It is non sensical. Also the original sentence does not show any contrast, which is shown here by "while"
(D) techniques, equipment, and quality of seeds up to global standards while reducing wastage in the cultivation of - Bingo! Error free
(E) techniques, equipment, quality of seeds up to global standards, and reduced wastage in the cultivation of
-Parallelism Error

Imo D

A is out as it does not have the correct parallelism and there is subject for the verb cultivating .The list should be techniques, equipment,and quality of seeds up to global standards.
The parallelism is between two clauses " Panama's agricultural sector have improved [u]techniques, equipment,and quality of seeds up to global standards" and "Efforts have reduced wastage in cultivating "

The first clause has a list which has to maintain parallelism and use correct syntax for the list i.e X,Y,and Z.

B is again wrong because of the wrong parallelism if we read the second clause with the core of the sentence then it does not make sense as there another verb in the clause cultivating and it should have its own subject which is not there in the clause so this choice is out .Had the cultivating been cultivation then the B would have been correct .

C there is no and before quality of seeds so the list is wrong we have to use and .
D correct
E Again the same errors as C
