How can we be sure about higher rates of pancreatic and stomach cancer is caused by smoking?
Option B (Though not fully correct) mentions "county get their water from springs that could not have been contaminated by the petrochemical plant". So probably other people do not drink the same spring water (From general experience), and also tells that it is not contaminated by petrochemical plant, opening a possibility of contamination from something else.
