There must be something wrong with the image: it's hard to identify which number corresponds to which mark on the graph.

Anyway the solution should be as follows: {average rate for the last 15 minutes}-{average rate for the first 45 minutes}={distance covered in the last 15 minutes}/(1/4)-{distance covered in the first 45 minutes}/(3/4).
