Richard = 60m/h
steve = 40 m/ h
moving towards each other so U relative = 100 m/h
after 1 hour Steve left so total distance remaining = 140km
so total time = 140/100 = 1.4 hr
so steve will meet richard travelling = 1.4 h * 40 = 56miles

Richard (R) drives one hour at 60 m/h, hence for 60 miles ---> Distance from R to Steve (S) when S leaves the house: 140 miles.

Ratio R/S: 60/40 = 3/2. S drives 2/5 of the remaining distance (140 miles), therefore 140 x 2/5 = 56 miles.
