I'm happy to respond.
On the GMAT IR 2PA questions,
usually the two columns have different choices, but it doesn't have to be that way. Occasionally, both columns can have the same answer choice. This doesn't often occur, but it is a legitimate possibility. There is nothing about the structure of the question that explicitly prohibits the same row being the answer for both columns. So, it is rare, but not a fluke, not a mistake.
