The confussion comes with the use of 'that'. In my opinion, 'that' is referring to the 'communities', therefore A and B are out (the verb should be 'ARE'). With the same criteria, D is out because it uses the pronoun 'it' (again, 'that' refers to 'the communities' so the pronoun should be 'their').
E is awkward "..as a way they can.." is wrong!
-correct use of the verb 'are' to refer to 'communities' (plural)
-correct use of the pronoun 'their'
-parallel structure "..to improve...., and [to] attract..."

I don't think that the 'parallelism' in C is correct..
"...propose to combat..., suggest the reduction..., and call for..."
It look like "... verb+verb....., verb+noun,.... and verb.."
I would prefer the structure of E, although it doesn't sound very well either...
In E you have something like this: "...propose to combat..., suggest reducing...., and are calling...".
What do you think?
