Hmm..I may have misunderstood - Are the pumps going to dig trenches? If so then B is correct...otherwise C is better because a Swedish engineering proposed - installing pumps and digging trenches

I think C.

Digging trenches would be a one time activity, but the lowering of the water table would be a continuous process.
