It's an example for testing usage being and in addition to that testing for brevity..


A say they and it not really need ...

D correct and concise

E it will

This is one example of correct use of "being" though its use is simply hated by GMAT in most situations

answer choices with "because" are run-ons ---> C, D and E stands.
be likely to is more concise than be likely that ...

D it is.

"being" is fine as long as it is not at the end of the underlined portion of the answer choices.

If the answer starts with "because ", then the later part should be in the active voice or something like "it is not likely that those plants" etc etc
So,
C D or E.
The "it" in C is incorrect.
Again, the "it" in E is incorrect.
