Here's the explanation.

The question mentions 'Cleveland' as one of the large number of communities'. So there are many communities that looking to their waterfronts. Hence there's a subject-verb agreement error in the given question stem as it uses the singular 'is looking' and 'its waterfront'. An option that resolves this error will be correct.

Option A - incorrect for the reason stated above.

Option B - Again uses the incorrect plurality and hence is incorrect

Option C - This is the correct answer as it uses the plural 'are looking' and 'their waterfronts' correctly. Also, the idiomatic construction 'looking at' is incorrect in this context and this option clearly corrects that by using 'looking to'.

Option D - incorrect plurality 'its waterfront' used

Option E - uses the incorrect idiomatic expression 'looking at' instead of the correct one 'looking to'. Hence incorrect.

Hope this helps

Cheers!

Sudish, how do you figure out the subject for this? I thought that Cleveland is the subject, no?

Similar doubt as Rooster's ..
i thought Cleveland was the subject.

Therefore, for me A worked out well, which is the wrong answer.

Even I have the same doubt. How to identify the subject in this sentence? I thought Cleveland is the subject because the initial modifier talks about Cleveland and addresses it using 'its'. So how to find out the subject as 'communities'?

am I right to assume that the underlined portions is modifying communities rather than "One", if so I understand why the "are" and "their" should be used.
