The actions that the World bank does need to be parallel, all the option choices start with provides(a singular verb), the sentence should have singular verbs that need to be parallel.

P.O.E.

A. provides loans to developing member countries, gives technical assistance for development projects, and for projects from other public and private sources encourages co-financing. - Parallelism error

B. provides loans to developing member countries, gives technical assistance for development projects, and for projects from other public and private sources encouraging co-financing. - Parallelism error

C. provides loans to developing member countries, gives technical assistance for development projects, and for projects from other public and private sources encouraged co-financing. - Parallelism error

D. provides loans to developing member countries, gives technical assistance for development projects, and encourages cofinancing for projects from other public and private sources. Correct

E. provides loans to developing member countries, gives technical assistance for development projects, but encourages cofinancing for projects from other public and private sources. - The use of but creates contrast, hence changes the meaning and intent of the sentence.

(Correct construction would be X,Y, and Z to maintain the parallelism,comma after projects is not correct,comma before encourages is required)

B. provides loans to developing member countries, gives technical assistance for development projects, and for projects from other public and private sources encouraging co-financing. (same as in A,encouraging is incorrectly modifying sources)

C. provides loans to developing member countries, gives technical assistance for development projects, and for projects from other public and private sources encouraged co-financing.(same as in A,encouraged is incorrectly modifying sources)

D. provides loans to developing member countries, gives technical assistance for development projects, and encourages cofinancing for projects from other public and private sources.(correct,maintains parallelism)

E. provides loans to developing member countries, gives technical assistance for development projects, but encourages cofinancing for projects from other public and private sources.(but changes the meaning,and is required)

I will go with option D.

1. Spot that it is a list
2. Lists-> check parallelism errors. B, C and E are out.
3. A has awkward structure, see below.
4. Answer is D.
