Can some one correct if i am wrong on ans choice E ----it is not parallel. I have a doubt about allocated to / allocated for

E is out because it is not parallel.
"To" is necessary because the sentence wants to show that there is a purpose or objective.

option E and D were eliminated because it is not parallel with the rest of the sentence. The questions listed 3 items which must be started with the word "because" but options E and D did not follow this rule.

Among option A,B and C

Option B started with "because of" not "because". so eliminate it.
Option C is in in-direct speech. eliminate it

could somebody explain the usage of allocate.
Whether it is allocate for or to.
BTW in B, because of is followed by a noun phrase and is not parrallel to the the second because clause

When in doubt, one can refer to the gmatclub's comprehensive GMAT Idiom list, which lists 'allocated to' as a gmat idiom.
