The right answer here is B and this question is fairly straightforward. The key rule to know is that you would always say "declined/increased/decreased by xyz amount/percentage". Anything else would be redundant.

A - The use of "decrease" after is redundant. OUT

B - Follows the rule we just discussed. CORRECT

C - Makes the same redundancy mistake as A, but switches the words around. OUT

D - "had a xyz% decrease" is incorrect. You could maybe say "saw a decrease of xyz%" but that has not been done here. OUT

E - The use of the word "had" before the blank suggests that the tense required is past perfect, and therefore requires the past participle instead. OUT
