Can anybody explain why the answer is (A).

I think -

A. have developed a vast network of seismographs that monitor earthquakes, volcanic eruptions, and powerful explosions

seismographs that monitor earthquakes, throughout the world to facilitate disaster response, scientific research, and global security. ?

do seismographs monitor earthquakes.. to facilitate... scientific research, and global security. ?
I think it is what scientists do.

B. have developed a vast network of seismographs so that they can monitor earthquakes, volcanic eruptions, and powerful explosions

B looks more reasonable.
I think,ans could be (B).

After boiling down to A and B even I had chosen B initially but after looking at the original answer I realized that in B what 'they' refers to might be ambiguous. It can either refer to the scientists or to the seismographs. Hence, 'A' might be a more accurate answer.

Scientists have developed a vast network of seismographs that monitor earthquakes, volcanic eruptions, and powerful explosions throughout the world to facilitate disaster response, scientific research, and global security.

A. have developed a vast network of seismographs that monitor earthquakes, volcanic eruptions, and powerful explosions
B. have developed a vast network of seismographs so that they can monitor earthquakes, volcanic eruptions, and powerful explosions
C. monitor earthquakes, volcanic eruptions, and powerful explosions throughout the world with a vast network of seismographs that they have developed
D. monitor earthquakes, as well as volcanic eruptions and powerful explosions, with a vast network of seismographs throughout the world that they have developed
E. have developed a vast network that monitors earthquakes, volcanic eruptions, and powerful explosions throughout the world with seismographs

Will go for option A
In this case it is the vast network that will facilitate disaster response, scientific research, and global security not the scientist. hence option A is the correct answer.

Just focus on the core of the sentence to get the meaning of the sentence.

(A) Scientists have developed a vast network of seismographs that monitor earthquakes, volcanic eruptions, and powerful explosions throughout the world to facilitate disaster response, scientific research, and global security.

(B) Scientists have developed a vast network of seismographs so that they can monitor earthquakes, volcanic eruptions, and powerful explosions throughout the world to facilitate disaster response, scientific research, and global security.

The highlighted portion on (B) distorts the intended meaning of the sentence.

Hence, (A) is correct.

Doubt regarding A)
vast network of seismographs is the subject which is singular. So, verb should be 'monitors'.
Can someone help on this?

network cant monitor, its seismograph...So basically monitor refers seismographs in option A...
The school of engineering has raised enough donation for refugees-----> here if we remove *of engineering* the meaning will still be clear
However, if we remove *of seismographs* the actual meaning of the sentence will be distorted and we know *network* cant monitor earthquakes.

Was able to eliminate B because of ambiguity but why is C wrong? How was it eliminated?
