This looks or sounds very familiar...

I vote for B, which is a more condensed version of E.

I think "condition when" is redundant.

* 'Condition of ...' is wrong usage. So, C and E are out.

* 'Where' is used to denote Place or location. So D is out.

* 'When' is used for time. 'condition when ...' is wrong here. A is out

That leaves B. In B, 'that' is used because the information that follows it is critical to the sentence. B it is.
