I do not see any choices correct other than B.

A - not concise. Use of "there is a rise" is not required
B - clear and concise
C - Changes the meaning of the sentence and is also not concise
D & E - with a rise in short term rates is incorrect use in this context

B is better than A because "on the other hand" is not correct.

Could someone explain why "D" is wrong in this case? I havent seen a solid explanation for why "D" is wrong?
