2. (C) "it" has a clear referent

but the answer for 2 nd is D. I am not able to figure out how. Question is from ETS old test paper

Sorry, I rushed. :oops:

(D) should be correct for #2 because "deciding" is actively phrased (preferred on the GMAT) as opposed to "it's decision," which is passive and wordy. I will edit my answer appropriately.
