chihao, what's the official answer?
I am confused at this one...without 'that' the sentences doesn't seems logically connected.

could somone provide the detailed analysis of using "that"?

In this type of sentence "that" is required after predicted.
In C "It" has no clear antecedent & it can not replace "rates".

Pls. correct me if I am wrong
