Unlike in the other states in the tri-state area, there are no gasoline taxes set by state or local authorities in New Jersey.

(A) Unlike in the other states in the tri-state area, there are no gasoline taxes set by state or local authorities. unlike should be used with a noun.
(B) Unlike the other states in the tri-state area that have gasoline taxes set by state or local authorities, there are none. same as A
(C) Although state or local authorities usually set gasoline taxes in the tri-state area, no such one has been set
(D) Although state or local authorities usually set gasoline taxes in the tri-state area, no such tax has been set. Correct
(E) Although there are usually gasoline taxes set by state or local authorities in the tri-state area, no such taxes has been set. S-V pair agreement error. (tax-has, taxes-have)

Why option A is wrong ???

The reason is because in A and B the comparisons are wrong! Noun must be compared with noun. So to correct them rewrite like this:
A: Unlike IN THE OTHER STATES in the tri-state area, IN NEW JERSEY,there are no gasoline taxes set by state or local authorities (Now comparison is correct. you are comparing "in other states" with "in NJ")
B: Unlike THE OTHER STATES in the tri-state area that have gasoline taxes set by state or local authorities, NEW JERSEY has none. (Now comparison is correct. you are comparing other states with NJ)

Nope. The form of Unlike is: Unlike [1st noun in comparison], [2nd noun in comparison].
So In the given A, it is: Unlike [In other states], [there are no gasoline....] So the comparison is not correctly made. Second is not the correct noun..
Similar case in sentence B.

In answer choice C --> "such one" sounds horrible I agree, but the mistake is that it is not idiomatic or what is the error ?

One here is a pronoun which mean it should have an antecedent(a.k.a a word/group of words to which the pronoun refers to). In order for the sentence to make sense as it is, "one" should stand for "tax" but while the noun "taxes" is present the noun "tax" is not present in the sentence. That's the error. Pronoun does not have an antecedent.

I think the best way to approach comparison question is to find out what the sentence intends to convey. It totally does not make sense if you are currently talking about one state but suddenly switching to taxes. Those two subjects are not directly related and the error should be eliminated ASAP.
