The sentence started in a way ..... we just need a direct now modifier to point to/qualify cars. IMO E.

Here I understood the meaning as One refers to anyone either market gas/electric motor but it should refer to both so use which

Solution: we need it to modify subject ‘cars’ which is plural so can’t use ‘one that’
