Subjct- verb agreement, Here brings point to the subject treatments, so we need a plural verb bring.
A,C,D is out.

Between B and E, B looks better when compared

I always get confused in similar questions thinking what "that" should refer to. Immediate noun Or anything which make sense to the sentence. :)

Immediate noun (baldness) does not make sense but treatments for baldness do. So instead of "brings" I would use "bring" and between B and E, will go for B

+1 for B.

Waiting on OA.
