Below are answers to your questions based on my opinion !
1. You are a bit late for a regular MBA, but that actually gives you an edge to score well with the adcoms even if you have lower grades and not a stellar GMAT.
For your profile what would be more important is what you did in your work life, achievements and career path and how you want to move ahead post MBA.
For an executive MBA, I think you are fine. 9 years is a decent time to go for an executive MBA.
Overall though, I think you would stand a good chance in top schools for a regular MBA, for an executive MBA, it might be a tougher fight.
2. I don't think GPAs can be big barriers in your case. If you can get a decent GMAT score (650 ~ 700) , it should suffice given your experience.
3. India Vs Abroad is a very big and debatable question and certainly depends on your post MBA aspirations, finances etc. Executive MBA is good in India as well but really difficult to crack due to heavy competition.
MBA or Executive MBA abroad is going to be expensive, you can aim for scholarships but still you would spend a lot more. However, the kind of exposure, network and opportunities you can get in an MBA/Executive MBA abroad are not at all possible in India.
In India, you get good jobs after MBA, that's mainly because they already filter top 1% or may be 0.1% of the applicants and its easier for those guys to bag great jobs. There is not much global exposure, network and international approach to management studies.
Also, it depends if you are willing to re-locate for a few years as after you do the MBA, you would need a return on your investment and that cannot be done if you work in India, immediately after your MBA.
If just changing your job role and industry is your key motivation, then I guess you can target schools in India. But if you have a bigger perspective and would like experience management studies in top B-schools with global exposure and platform then you might want to re-think.

[*] Do my GPA's pose a barrier for my carrier aspirations? Don't I even get a chance in world class biz schools even if I perform well in GMAT?
[*] Do you suggest me to go for an MBA in India or abroad? And why?
