I think "with" modifier can act as an adverbial modifier describing the preceding clause like this OA below:

Why CAN'T "with a projected decline" describe how fast or the rate the population is and will be shrinking?


"with+noun+doing/do-ed/adjective" can work as adverbial of the main clause but the noun modifier must be doing/do-ed/adjective

so, the with-phrase in choice E dose not meet this criterion.
the second error is unclear meaning. "with decline' is unclear because we dont know the noun "decline" refers to what

"with+noun" can show an intrument but this is not the pattern in choice e.

A —> after the warm-up, the population is too far
b —> nation should be nation’s
c —> population [ verb’ (faster than) verb’] CORRECT
d —> nation should be nation’s
e —> it seems like that nation is with a projected decline, not the population
