Pretty much a straight case of 'means of' vs 'means to'

'X is a means of Y' means that X is a type of Y.
Example: He started playing tennis as a means of recreation.

'X is a means to Y' means that X is a way to achieve Y or reach a state represented by Y.
Example: He started playing tennis as a means to lose weight.

The given sentence implies using firearms in order to commit suicide. Hence, 'means to' is the appropriate usage.
