E should not be right.

compare :
1. mary , as sally, has been studying hard ..wrong
2. the usa, as russia, is one of the members of the security council...wrong

E : "likens" one noun to another...
A : uses similar to + increasing interest rates,Consumer prices...
Wrong comparison. That aint right.
C : needs to begin with "just as" to be correct. "are" is needed here instead of "have".
D : dont feel good. uses "like" to compare actions

I like B

In C, as interest rates are rising, (present continuous) so have consumer and producer prices (present perfect.) – unparallel. Perhaps, “As interest rates are rising, so are consumer and producer prices” will be slightly better and more parallel.

E is the best but B could have been best if its second portion would say "as have interest rates been" because then both elements would be similar.

D makes no sense because have been rising......do....
C makes less sense because As......xyz...so have.... (In order to be right, it ought to be as are rising, so are consumer and producer prices..)

Great work to all on this thread. You got to the key point, which is really that comparisons are just a special form of parallelism.
