I think the answer should be D.
Options B and E can be eliminated as we need present perfect tense (Since 1980)
Don't know the exact reasons for eliminating A and C, but D seems better.

In A and C, the number of landless people has multipled may wrongly mean that the increse has come by the multiplication done the number. The correct diction for such a natural growth is 'doubled'. Hence D is much better than all other choices.
