As per the question, it states the contrast between two times. Thus it is essential to use different TENSES to bifurcate the events.

have begun is correct usage.

also allow to is correct idiom.

allow that : shows subjunctive mood that is not the intended meaning.

according to mgmat sc, allow does not take the subjunctive form. moreover, the usage of since suggests that we use have begun.
