I think it's wrong because "D" makes the incomplete sentence.

A) making the laws and those expected to obey the laws means a greater ( Participle issue)
B) making the laws and those expected to obey them increase the (them has a referent issue – eliminate it)
C) making the laws and those expected to obey them, the greater (them has a referent issue – eliminate it)
D) who make the laws and those who are expected to obey the laws, the greater the
E) who make the laws and those who are expected to obey the laws increases the (Idiomatic – correct grater the probability of violations – Eliminate it)

OA is D.

A,B,C are definitely wrong. You need a pronoun in order to make correct and clear comparison.

Out of "D" and "E", to maintain the parallelism, the greater the differences...... the greater the probability of violations.

Thus "D"

Which one do you think is correct then?
