IMO A.

The sentence uses since meaning the sentence is in present continuous tense.
It should use has.
A & E are left.
E is lengthy so A

According to the passage the infection rate is still continuing, so its the case of present continuous.
Since Infection rate is singular, it has to be "HAS" in pair with "Infection Rate"
Among A and E,
E is too wordy which can be easily explained withing a few words "Has Doubled"

Looking at the options, we get an idea that Subject-Verb is tested in this question.
Now, we need to search for the subject.
Clearly, the subject is The HIV infection rate, which is singular.

Option D eliminated.

The presence of Since requires a present participle.

Options B,C eliminated.

Comparing Options A and E
Quote:
(A) has doubled

(E) has increased by two times


In option E, rate has increased by two times of what? this options is not clear in meaning. as it does not clearly portray that the rate has increased by two times of the rate in 2000.
Eliminated

Hence, our original sentence is correct both in meaning and in grammar.

We have to use present perfect to denote an action that has commenced in the past and continues into the present. Here, We are saying that the HIV infection rate doubled since 2000.

Answer is A. E is a bit too wordy.

A- correct
The present perfect indicate an action either continued action or continued effect of a completed action to the present
With since use present perfect to indicate an action or effect continue to the present time

B- incorrect
Action is ongoing and past simple tense represent to the completed action.
C- incorrect
Two events are in past then past perfect tense is used to show the sequence of event ,here is no past event is given so use of past perfect tense is unnecessary
D-Incorrect
Here subject is Singular so use of plural verb is incorrect
E-incorrect
Here E changed the intented meaning of the sentence

The rate is considered. It is singular.

(B) doubled Doubled of what? We cannot just use doubled without any reference.

Notes: "rate" is singular, have is plural; right idiom is "doubled" not "two times"; "since 2000" implies an event that started in the past and continues in up to the present, thus perfect present "has".

Concepts tested: S-V agreement, and Verb Tense

Subject (HIV Infection Rate) is singular.
So, eliminate option D

Verb Tense: The sentence talks about an action that begins in the past and is continued to present. This timeline is explicit by the usage of “since”. Therefore we need a past perfect tense.
So, correct tense: has doubled (option A) or has increased (option E)

Option A is more concise and stylistically elegant than option E.

Correct answer: A

(A) has doubled - correct
(B) doubled - past form is wrong because "since" is present in sentence. so have or has require
(C) had doubled - past perfect form wrong, rate of infection present now
(D) have doubled - the rate is singular
(E) has increased by two times - doubled is better than increased by two times

Whenever we see since...usage of continuous tense is required..

So here has/ have we need

But rate is singular so has is ok.

OFFICIAL EXPLANATION

(A) has doubled

This answer choice correctly uses the Present Perfect tense with the time expression Since.


(B) doubled

This answer choice is grammatically incorrect because it uses the Past Simple (doubled) with the time expression Since. Since is indicative of the Present Perfect tense; the action described began in 2000 and continues to the present.


(C) had doubled

This answer choice is grammatically incorrect. It incorrectly uses the Past Perfect (had doubled) with the time expression Since. Since is indicative of the Present Perfect tense; it indicates that the action described began in 2000 and continues to the present.


(D) have doubled

This answer choice is grammatically incorrect. The singular subject rate does not agree with the plural verb have.


(E) has increased by two times

While this answer choice is grammatically correct, it is stylistically flawed. Replacing the single word doubled with the four-word phrase increased by two times creates redundancy.

The 'infection rate' is the subject here and -> it 'has' doubled.
Thereby the answer is A
