We need to give a reason why municipalities will buy this inspite of the limitation.

Only option C tells us the reason by saying that the conventional methods do not work in cold environment
Hence QuickFreeze can fill the gap.

A and C should be contenders.

C strehthens the argument more than snow making machines are req.

A talks about diff types of impurities which is not relevant to the argument

"C" is the correct choice - QuickFreeze plans to market wastewater purification systems that works by spraying a mist that freezes on contact with cold air. The sudden freezing kills bacteria. Because the system works only at cold temperatures, municipalities using it will still need to maintain a conventional system.

Prethinking: Municipalities would want to kill bacteria in summers as well as winters. If they invest in Quickfreeze, knowingly that they will be required to maintain conventional systems as well. The only basis will be that the conventional system is ineffective in cold weathers.
