"so ... that" structure + parallelism. No "so" in (C) will crack the "so ... that" structure.

B. and lobbying for wage and hour reform was persistent, so that => wrong idiom
C. her lobbying for wage and hour reform persistent, that
D. lobbying for wage and hour reform was so persistent,
E. so persistent her lobbying for wage and hour reform, that => wordy

only C & E use the correct Idiom
i think C - changes meaning "hour reform persistent"
