I think ori sentence is missing an "of".

Some auto companies establish several chain of used-car dealerships with promised guaranteed quality and... Services.

A. With promised
B. Promising
C. That promise
D. Promised

If That is correct than the ANS is: B else SORRY i dont understand this problem.

That would make "promising guaranteed quality and... Services." a phrase to modify "used-car dealerships ". Anyone confirm?

I will go with 'C'
I think the relative pronoun 'that' should be used to modify 'used-car dealerships'

C for me.I think that is required. Who makes the promise. Auto companies or dealerships.? Whatz the OA?

B. Promising -- auto companies do not promise..dealership promise
C. That promise -CORRECT-- dealership promise
D. Promised--sounds like auto companies promised but did not deliver on their promise.which what not the sentence means....
